BIOGRAPHY

• Over 14 years of working experience in government authorities, 8 years of experience in administrative reform, administrative procedure control, 2 years of experience in formulating legal documents on e-Government;
• High proficiency in policy formulating and influencing at national levels to improve people rights, citizen voice, legal frameworks, gender justice and social equality.
• Proven experiences in designing, managing and implementing, monitoring and reporting in administrative procedure in multi-disciplinary contexts
• Practical working experience with government authorities, networks and associations, local communities, as well as with national bodies including National Assembly, Ministries and Departments.
• Sound knowledge on Policy and Governance, administrative reform, e Government in Vietnam context.
• Member of numerous draft legal documents; Formulating and proposing Government to promulgate Decree No. 61/2018/ND-CP of the Government on the one-stop-shop and inter- agency one-stop-shop mechanisms in settling administrative procedures, Decision No. 45/2018/QĐ-TTg stipulates a meeting regime in management and administration activities of agencies under the state administrative system, Circular No. 01/2018/TT- VPCP guiding the implementation of a number of provisions of the Decree No. 61/2018/ND-CP dated 23/04/2018 on implementing the one-stop shop mechanism, one-stop shop in settling administrative formalities.

ABSTRACT

The establishment of administrative procedures environment has acquired some noticeable results, especially the considerably large amount of level 3 & 4 online public services.
However, the efficiency of this and populace’s reception are limited by the lack of legal frameworks for online administrative procedures; foundation database for citizens and landing late for implementing, distracted digitalization of Ministries, sectors and localities’ data; lack of regulations on electronic identification and authentication, regulations on connecting, sharing and reusing administrative procedure results and regulations on public service quality control.
From that reality, the Government has been coming up with specific solutions to improving administrative procedures and public service delivery for citizens and enterprises.
